The Space & Development department of Prommenz is committed to both large and small clients and offers customized guidance for spatial plans. Here they guide the entire process or just one part specifically.
For spatial interventions, it is examined whether the intended activities fit within the zoning plan. If the intended activities are in conflict with the plan, this must be made possible by, for example, changing a zoning plan. This requires an understanding of various environmental factors, and research is required for various components. Based on the results of exploratory research into the environment and environmental factors, Prommenz consults with the competent authority to determine which components require additional research. It is important to start this at an early stage, because it can be a long process. Another important element is environmental participation. It is important that the environment is correctly and timely informed. In this process, Prommenz advises its clients as accurately as possible so that expectations are clear to everyone at the beginning of a project.
An interesting example is the Haringhuizen project. On this project, former agricultural buildings will be demolished and the site redeveloped for housing. Hereby 7 free plots have been formed which provide a proper urbanistic completion of the village center. Prommenz conducted the soil investigation and initiated and supervised the other investigations. Finally, the zoning plan was drafted by Prommenz which is currently in procedure.
Under the current provincial regulation, this would not have been possible. The Provincial Spatial Regulation (PRV) expires this year. And in return will come the Omgevingsverordening NH2020 (OVNH2020). When drafting the OVNH2020, the situation in Haringhuizen was considered. A change from previous policy is that housing development in rural areas in North Holland North is made possible, as long as it concerns 11 or fewer homes and connects to the existing village ribbon or core. This allows for more customization of small-scale housing developments. This has created the possibility of developing the vacant lots in Haringhuizen.
The building plan in Haringhuizen is regularly used within the province as an example of how we can deal with these types of small-scale building projects in the Environment Vision, as part of the new Environment Act. Commissioner for Housing Mr. C. Loggen of the province of North Holland paid a working visit to Haringhuizen during which Prommenz provided the substantiation, drawings, presentation and information.
